Resurface or Replace? How to Tell What Your Driveway Needs
This is the highest-stakes question in pavement maintenance, because the two answers differ enormously in cost. Resurfacing puts a new layer over what you have. Replacement tears everything out and rebuilds from the ground up. Choosing wrong in either direction is expensive — and the answer comes down to one thing.
The deciding question: is the base still good?
Resurfacing works by adding a new asphalt layer on top of the existing pavement, which stays in place and acts as part of the structure. That only works if what's underneath is still stable.
If the base has failed, a new surface layer will crack in exactly the same places within a year or two, because the same lack of support is still there. You'd have paid for a resurface and gotten a delay.
So every sign below is really a proxy for one question: has water gotten into the base and destroyed it, or not?
Signs resurfacing is likely the right call
- Surface cracking that isn't interconnected. Individual linear or transverse cracks, even a fair number of them, generally indicate surface aging rather than structural failure.
- Faded, gray, dried-out appearance. Oxidation is a surface condition.
- Raveling — the surface losing fine aggregate and going rough — is a surface-layer problem.
- Minor, localized damage in a driveway that's otherwise solid and even.
- No ponding. Water leaves the surface after rain.
- The pavement is uniformly firm. No soft, springy or sunken areas.
- Repairs have held. Patches you've made in the past are still intact.
Signs you're looking at replacement
- Widespread alligator cracking. Interconnected cracking resembling reptile skin is the classic signature of base failure. Localized patches of it can be cut out and repaired; when it covers large areas, the structure is gone.
- Areas that sink or feel soft underfoot or under a vehicle — the base is no longer supporting the surface.
- Repeated potholes in the same spots. If a repair keeps failing, the problem was never the surface.
- Persistent ponding. Water standing well after rain means the grade has failed or the surface has settled. Resurfacing over it usually reproduces the same low spot.
- Pavement that's simply very old and has never been maintained. At some point the cost of repeated repairs exceeds rebuilding.
- Drainage that was wrong from the start. If water was always directed onto or across the pavement, resurfacing preserves that mistake. Replacement is the chance to fix the grade.
The middle path people forget
It's not always all-or-nothing. A very common and cost-effective approach is full-depth repair of the failed sections, then resurfacing the whole area. You rebuild the base only where it's actually gone, and get a uniform new surface across everything.
If a contractor is pushing straight to full replacement without discussing whether partial repair plus resurfacing would work, it's fair to ask why.
Getting an honest answer
An assessment worth trusting involves someone walking the whole surface, looking at drainage and low spots, checking edges, and probing or coring where there's doubt about the base — not glancing at it from the truck and quoting a number.
Ask directly: "Is the base sound?" and "What are you basing that on?" The answer will tell you a lot about who you're dealing with.
The economics
Resurfacing costs meaningfully less than replacement and takes less time. When it's appropriate, it's clearly the right call. When it isn't, it's money spent to postpone the real work — and you'll pay for the replacement anyway, plus the resurface.
The honest version of this advice is that the answer depends on your specific pavement, and anyone who tells you which one you need without looking at it is guessing.
